Developer wants to build huge South Bronx project with more than 1,100 affordable apartments

The developer behind the redevelopment of the historic Kingsbridge Armory and other major Bronx projects wants to rezone a large site in the borough to allow for a pair of mixed-use towers with over 1,000 affordable apartments. Last week, William Bollinger, a development consultant with Maddd Equities, filed a rezoning application with the Department of City Planning (DCP) for 1014 Brook Avenue in Morrisania. The 1.2 million-square-foot project includes 1,128 affordable units across 22- and 26-story towers. As first reported by Crain’s, the rezoning would permit both residential and manufacturing uses, as the site currently allows manufacturing only.
Designed by Aufgang Architects, the development would also include about 167,000 square feet of commercial space for retail and a sports complex serving local public schools, along with roughly 1,000 square feet for light manufacturing.
The sports complex would occupy the ground floor of both buildings, addressing a known demand for sports facilities in the area, according to the draft scope of work. The manufacturing space would host concepts like a distillery or woodworking shop, while the two towers would be separated by a landscaped pedestrian corridor.
A separate landscaped open area would be created at the site’s northwest corner, where Brook Avenue meets East 165th Street, further activating the intersection. This space is planned to feature a mix of passive and active elements, including playgrounds, children’s play areas, pathways, and seating.
Spanning roughly 159,000 square feet, the development site comprises 19 different tax lots along East 165th and East 164th Streets and Brook Avenue. The property is currently occupied by several low-rise warehouse buildings, two of which are vacant.
Maddd Equities currently controls 10 of the lots selected for redevelopment, measuring about 78,000 square feet. It is currently unclear if the firm plans to purchase the remaining lots, according to Crain’s.
The developer is responsible for several other high-profile projects across the five boroughs, including the redevelopment of the Kingsbridge Armory into a new community hub called “El Centro,” which the Landmarks Preservation Commission approved on Tuesday. The massive facility would also include about 450 affordable housing units.
Construction is slated to begin in 2027 and finish by 2032.
